Basso, Ullrich = Puerto. The UCI was constantly involved with attempting to release the Puerto evidence for use in anti-doping actions. WADA does not administer tests, they just set guidelines for various anti-doping agencies. When Vino decided to come out of "retirement" the UCI pressed to re-open his case and got his ban extended to July 2009.

Oh yeah, the UCI also popped DiLuca for two CERA positives during the 09 Giro. Let me guess, no one likes him so he doesn't count, right?

At any rate, the main point is that any time there is any sort of remotely controversial doping issue, people blast the UCI, ASO, WADA and just for good measure, the labs as well. Either they're too harsh, or covering up, or conspiring against riders, or screwing up tests, or whatever negative comment is handy. While they are far from perfect, unfortunately slagging them is predictable and not terribly credible.
