Unless you're spinning relatively slowly, I can't imagine you spinning out at 52/12 and not be able to go over 30mph... Why? Let's assume you're pedal at a cadence of 2rps, at a gear ratio of 52/12 (4.33) and the typical circumference of a road wheel (about 2 meters), that's 2X4.33x2=17.3m/s=62.4kph=38.7mph! I've personally gone up to 37mph (short burst) at 52/13 (I'm not strong enough to push 52/12 yet), so that's why I can't believe you spinning out of gears...
