Actually from a legal point of view, this lays out very interestingly.
Given that the test for the plastecizer apparently has not been fully validated yet, they can't sanction him for blood doping on the basis of that test.
However, to the extent Contador tries to explain the chenbuterol positive, with the tainted meat theory, and argues that the very low level is evidence of that, he opens the door to the sanctioning authority to rebut that theory by showing its explained by blood doping with blood containing a small amount of chenbuterol.
So the evidence of the plastecizer doesn't come in as a violation in its own right, but as a rebuttal to Contador's defense.
This puts AC in a real box, either offer no defense to the chenbuterol, and lose, or open the door for the plastecizer test.
