This bag will do that. I have an this Topeak trunk with fold-down panniers. It's my main commuting bag. Has been for nearly a year. It holds a lot of stuff with the panniers folded down. I'd highly recommend this trunk, or any of the Topeak MTX-compatible rack trunks. Solid products.
