bike, sell , repair, weight loss

hello everyone, Im new here, and will introduce myself just after i finish this post. im in the process of getting my old bike out of the garage and out into the wild and the city. however, after lengthy observation, and discovering someone else had used it, i discovered my brakes werent working. in the sense that the forward wheel is working, but the back wheel is constantly stuck in brake mode. and so now, things have gotten out of hand, the brakes are so strongly pushing on the wheel that the pneumatic itself is leaving the metal encasing. I can add some pictures if necessary. The beast is a raleigh ht 1 bought 10 years ago maybe, so I was thinking of maybe selling it for 300 euros or that may be too much ? I have no clue about the value of it, considering this was a gift, internet tells me that it may be bought for 800 euros, but would that not be a newer model ? My model is probably the mark I of a whole range since it was ought ten years ago. anyway, if someone has any advice, any would be welcome.

Given I am planning on starting to bike again to continue and bolster a weight loss effort I have started a month ago or so, I was hoping to use the aforementioned bike or a newer one, maybe a trek 6300 to get going. thank you
