I hear that all the time, but somehow our motorists are smart enough to know that by breaking the law on a bicycle, we are less likely to be "in their way". Part of the culture in NOLA is to keep moving on a bike. Thanks to a mild climate and flat terrain, many people cycle here. We wear regular clothes and use the spaces that motor vehicles don't use. And when I am driving my wife's car (I am car free 21 years now) I reap the benefits of cyclists running lights and stop signs too. Last thing any motorist wants is to get stuck behind a cyclist stop sign after stop sign or when the light turns green. So we oblige them. It is expected. I am much more likely to get a horn blown up my a** leading a pack of cars off a new green light, or squeezed off the road in anger.
After 30+ years of cycling in my community, often the same route day after day to work, I have not noticed any changes in motorist behavior, and I have very few problems with them that are out of the ordinary (right hooks, passing too close, etc.) No angst whatsoever. Cyclists are part of the normal flow. Many, many times I have been waved through stop signs by motorists. They don't want to wait for me to stop, then go, before they can go. I am dead serious here. The facts on the ground do not support your theory in New Orleans. What you saw in the video is actually expected by anyone who lives here.
