Interviewing at a machine shop, last time he wore black plain front lightweight wool slacks, a longsleeve button down shirt and a tie... and the guy made a big deal out of him "dressing up". So now he's super self-conscious about over dressing. Most uniforms at machine shops are company provided Dickies or just jeans and t-shirts/polo shirts/sweatshirts.

Can he get away with (clean) jeans and a nice shirt?

If the jeans are nice, like not work jeans, then sure. I don't see a problem with wearing nice clothes though, as long as it doesn't look like a suit. He should look cleaned up, but not office. I have two dressy looks. Classy suit look, and reluctant dressed up look. He wants to go with reluctant dressed up look, which is minimal to not look homeless. If questioned, he should reply that he wore interview cloths, not work clothes. The one thing to know is if a suit is interviewing, or a worker. Suit doesn't want to see a slob, worker doesn't want to see a suit.
