Hello, welcome to SSFG.

From the basic description, one might consider a bottom bracket overhaul. And you cannot forget the pedal spindles. Though, as Sheldon Brown says, it could be your shoelace tips hitting the crank.

A little more information about your particular bicycle would also help to discern the problem.

Are you rocking a sealed BB, or a cup and cone BB?
