I was 'pulled over' and given a warning one day- I was riding in Whiting, Indiana- and made a 'rolling stop' at an intersection in town. I didn't have clipless pedals, but toe clips- which I find just as tough (or harder) to mess with getting in and out of. There was NO traffic anywhere, except for a cop on a bike... I didn't even notice him for well over a mile, when I came to a stop for a quick break. He came up, panting and wheezing, after chasing me down. Based on his physical condition, he was NOT a full time bike cop- I'm not in great shape- But he looked like he was about to die.

He issued a citation for running the stop sign, and a warning for not having a 'sound producing device' on the bike, I guess it's law in Indiana. Luckily for me, once he caught his breath, he lightened up a bit, and tore up the ticket, sending me on my way with a warning to obey signs and to GET A BELL. Yeah, I'm all over that...
