maybe the chain is worn out. I've had worn out chains give me poor shifting.

easiest way to check is to use a 12" ruler and line it up to the chain.
for a brand new chain, the pins should line up at every 1/2" point.
A worn chain will measure 12-1/16 to 12-1/8"
A worn out chain will measure beyond 12-1/8"
