I appreciate all the responses and suggestions. To ColonelJLloyd, you're crank is almost the same, but my local, and only, bike shop has finally (more than a week after my request for help) located a new replacement for a very good price. Now, two weeks without my bike, I'm still waiting to hear when the order arrives.
Mainly, I've decided to go with the new, and just patiently (forever?) wait for my Sugino Tourist to show up on eBay, or as rhm suggested, take advantage of any opportunity to search other sources. In that regard I was told about an event in Denver Oct 23, where I could likely find my part, but that's a five hour drive (and $60 in gas).
BTW, I even investigated the possibility of having someone weld the broken crank (as a get-me-back-on-my-bike-solution only), but
this guy was kind enough to offer this opinion: "It could be welded but would not be strong enough. Welding 6000 series alloys of aluminum weakens them by about 60% and heat treatment would not be practical. When I shorten cranks I do not weld them, but drill new holes. I did weld a few for my own use early on but they bent, and I'm not a strong rider. And the ones I welded were much beefier."
