Front Rack

OK, so I bought a budget Delta front rack for my budget Trek 620 tourer and it doesn't fit. The distance from my midfork brazeon to the dropout screw hole is between 16.5 and 17cm c-c. The Delta seems to need a good 19cm to fit. It comes with a clamp for forks w/o braze-ons but that seems like an unnecessary kludge. Obviously, these things are far less standardized than they probably should be and "fits any fork" is a mild exaggeration.

So, are there true multiple standards for these things? And what affordable rack would work with this fork? I know the Tubus Duo is specially made for that size but it's out of my price range.
