I am saying it is the parents' fault for not instilling better values, starting at a much younger age then they are now (if they are even still kids). It is the parents' fault that the kid was not thinking "maybe I should not pull the trigger on that couple riding their bikes". If they didn't have a gun, they would find some other way to harm other people for kicks.
Exactly. The parents should have known their kids better than anyone else and have should have been able to judge if they were responsible enough to own a BB gun.

If it were adults I think they would have been able to think of something more clever than a BB gun.
