Raleigh Sports fork question

I have a 72' Sports that has a slight problem. The fork as you can see from the picture has the piece (i dont know what its called, it connects the wheel to the fork) that is loose and I can pull it out from the rest of the fork. This in turn causes the wheel to lean into the fork and rub the tire... I never noticed because of where the fender connects to the fork, it pretty much held it in place but im sure as sh*t not going to ride it like that now that i know..

Is there any product I can put in there to glue it in place that will hold up to the stress? I thought about JB weld, but I figured someone on here would be able to help me out...I went to my LBS and they said they could measure and order a new fork (not a Raleigh fork) and install it for $60-$100 and I have had zero luck looking online for a replacement...
