How much steer tube is above your headset? You might consider the 'two stem' method, using a second stem in place of some spacers (if you have enough room), with the second stem angled down, and a piece of properly sized tubing or dowel in place of a handlebar, with the light on it. Not sure if this would work with your bag setup, but it's another idea to consider.
