The jacket is probably not fully waterproof unless it has taped seams. Otherwise a jacket made of waterproof materials will leak through the needle holes at the stitching. If it is simply water repellant, it will tend to lose some of that repellancy with regular use and washings. Backpacking stores sell treatments such as Tectron or TX Direct that can be used to restore the water repellancy.
