This was your problem. I suspect that if you had loaded the pannier on the back instead of the front you might have had a much easier time. Also using both panniers to balance the load would have been easier. The key is balancing a heavy load. If I misunderstood and you just strapped the water cases to the back rack, then it still is likely a loading problem.
