If you are trying to capture a sculpture - you photograph it with a lighting scheme that allows detail to be captured while showing the depth of the form.

I'm glad when cyclists keep their lights low - but I'll go ahead and mount mine higher up. And again, assuming you want to study only pavement, your advocacy of lowering the light makes sense.
