I have a buyer who claims the item I sold him is not working properly. It was fine when it left my house. He didn't ask for insurance on the package but I shelled out for it anyway just in case. Clearly stated in the auction is "Item sold As-is, No Returns". Now the buyer is asking me "what I'm gonna do about it" . I told him to file a claim with USPS.

Nope, you are RIGHT ON!!

I am quite sure you have asked what the problem was and tried to assist the buyer in getting it right. Other than that, you listed the item "as is", also, if you are sure the item was working correctly, and you did take out insurance.. You told him right. File a claim. Not only that, I would ask Ebay the same questions too.
