I guess it depends on what size boots they are, this morning i put my laptop with accessories, a pair of converse(to wear at work), and my rain pants, and it all fit pretty good with some room left. You hook the "s-hook" to either the the bottom of your rack or in my case i hook it in the frame, and it holds the bag down on the rack
