What I do about wheelsuckers on long climbs depends on the situation. If there's headwind, I don't want to do all the work. So I will coerce the guy on my wheel to work. If he can't, then he's usually weak enough that he'll crack after a few small surges. If he just doesn't want to, you can work on convincing him that he should do so. Sometimes you can make deals with people.

But if there's a tailwind there's no disadvantage to pulling, and I get to set the pace. That's an advantage for me and I prefer it. I can make it nice and steady and easier on myself, or I can make it surgey and difficult on the rider on my wheel. What I do depends on the rest of the course. If there's a non-technical descent coming up I may want to have another rider around to draft with on the descent. For me that's faster than descending solo, because I am tall but light so I have a lot of aero drag for my mass. If its the final climb and the rider looks like he'd have a stronger finish than me (almost everyone does) I'll try to break him well before the finish.
