The trouble is that this beach is 15 miles inside a national park, meaning that local deputies need to make an hour-long round drive to make a few misdemeanor arrests. So they don't do it. Besides, it's good for the local economy, and there are several miles of beach available to those not interested in seeing fat, middle-aged naked people.
