130mm is the Over Locknut Distance (OLD) of the axle assembly and is also the spacing or distance between the inside surfaces of the rear dropouts.
The length of the axle is longer than the Over Locknut Distance. The ends of the axle cannot stick out beyond the outer surfaces of the dropouts.
