While I haven't seen any Gipemme dropouts on Bottecchia they did switch from Campagnolo to Columbus sometimes in the early to mid 1980s. It's possible they used Gipemme for a short period.

Were you able to detect the spiral ridges in the bottom of the fork's steering tube? If not, what is the seat post diameter? Regardless, it is a well made frame. Given the features and apparent era, I would be surprised if it less than SL or tretubi SL.
