Have you seen that building code in print? Sometimes it specifies delivery people or parking a bike in a lobby.
Although I did work in a building once that banned cyclists from bringing bikes through the lobby because the wheels would get the floor dirty. I watched one morning and counted how many delivery people rolled in their dollys with dirty wheels through the lobby. While they never really got rid of the policy, they did become more lenient when that was pointed out and as long as cyclists didn't linger too long and wear out the welcome.
