Go to http://www.fetchbook.info and you can find listings of used and new copies of this book (or any book!) that are for sale by various booksellers. I just checked and there are copies of Effective Cycling available for just over $10, quite a bit less than the new price, and several for slightly more if you want one in closer to new condition. I rarely buy new books anymore because it's so easy to find used ones online for a fraction of the new price.
