The rule is written to preclude modifications to helmets, including helmet cams. It's aimed at helmet modifications, and would not appear to preclude a stem or handlebar mounted camera.

The question would be why do they care? Is the integrity of helmets being compromised by helmet modifications such as mounting cameras? are they falling off, are they injuring people in falls? Has anyone heard of such problems(I haven't).


And it would seem that helmet cam footage, particularly when analyzed with a coach or more experienced riders can only lead to better, safer racers.
