I've heard it said that a city that has a lot of jaywalkers is a pedestrian friendly city.
As far as cyclists hitting jaywalkers, my experience is that most jaywalkers wait for the motor vehicle traffic to clear and then step out, not anticipating cyclists. The problem is that there is a lag time between when the the faster motor vehicles pass and when the slower cyclists behind the motorists come along, and many jaywalkers step right into that gap.
