A new belt costs ~$55... I doubt the second rider was using $5 chains so apparently there is a demonstrated long-term savings to belt drive. I also found it interesting that both record holders used IGHs; Rohloff with the belt, and Alfine with the chain. Proof-positive of adequate gear range.
