No. 1) The word
alleged does not mean "know". 2) The issue isn't whether it was on purpose, but whether it was negligent.
I don't know the details of the case, but a lawsuit seems absolutely reasonable. It's easy to say it's silly until it's your grandma who gets knocked over and has to undergo long and painful (and expensive!) hip surgery.
If the parents were negligent in letting their kids ride dangerously fast, especially around old people, they should pay the consequences. Whether or not it names the kids or not is probably moot... I'm assuming the parents will pay either way.
