What is a highway?

I routinely ride on a former section of state highway 93. It has a speed limit of 30mph.

I also used to routinely ride on a section of US 40 concurrent with US 287. It has a speed limit of 30mph also.

I've ridden numerous times on US 287 through old towne Ft. Collins with a speed limit of 30mph....

So I ask again, what's a highway?
