Then by all means why don't YOU EXPLAIN WHY THE POLICE WOULD IMPOUND the bicycle?

And as a police officer you should know the difference between simply contacting an individual and attempting to issue a citation--or are you claiming that someone can just give a cop a fake name (or refuse to give a name) and that said cop has no recourse other than handing the person a ticket with absolutely no means of enforcing it? If so, I'll remember that the next time I'm in Kalifornia...

There is also a phrase popular in some circles referring to the actual act someone may have committed when askew with the police; "Contempt of cop." It usually references the type of charge that magically goes away after causing a citizen a great deal of grief--usually after mouthing off to said agent of the state.
