Help me pick new tires for my vintage Windsor.

Well I have been lusting for a new set of tires for the Windsor as I am sure the cheap as chips, 60 PSI, full of tread, no names I am running right now are the things that would be the cheapest to replace with the most noticeable results. Plus I can put the Windsor tires onto my next bike. I need suggestions though, as the girlfriend is getting them for me for our anniversary. She said keep it under $45 for the set, and I would rather keep it under $40 really (we are college kids after all) so I doubt any folding tire will be in the price range.

Questions though,

I have 27' 1x1/4 tires and I'm assuming the same sized tubes, could I run a 1x1/8 tire on a 1x1/4 tube or not? If not It is ok I will just put the 1x1/4 tires and tubes onto the next bike and have her buy me the tires and I get some new tubes.

Would it be a big difference in feel from say brand A 1/4 and brand a in 1/8?

Lastly my rims are Araya alloys from a Schwinn World Sport 27x1 1/4 bike rims, pretty common. Think 1/8 tires will mount correctly, from what I have read it seems so.

I don't even do 50 miles a week however I do ride for fun at least once a week with the girlfriend so I'm not looking for anything crazy, just something that will make a difference.

I don't worry about flats much as I don't ride a ton, and when I do it is in pretty good conditions and thus far am yet to get a flat. What I am looking for though are as slick as possible, light, and high PSI. Basically as low rolling resistance as possible.

These seem to be the best thus far however I have only checked ebay and Nashbar so far.
