Yeah, although you know rationally that the odds were in favor of it just being a college kid (probably drunk) horsing around with a laser pointer, it would still be scary because we know them commonly to be gun targeting devices.

I'm not surprised the cops didn't take more grave action; what could they do or charge someone with? While annoying and frightening, is it illegal to put a laser on someone? I'd think it would be more akin to peering at folks through binoculars--also nerve-wracking and creepy--than a violation of the law, but I don't know.
