Correct. Outside police has no jurisdiction on campus. In fact the eagerness to get services without paying for them, underscored by recent elections here, has led to an opposite situation. Due to the lack of police funding, some outside communities started looking into the possibility of being served by the campus police. If these communities were adjacent to the campus, it might make sense and little difference, but they are actually quite a bit away.

I actually know a few people within that college but they may be too far off the ground so to say. It might be indeed more effective to talk to the reception or to the building manager so that the news spreads around. Knowing life, someone besides the specific student knows about the laser being toyed with.
