I would demand your campus police take it seriously. Yeah you can damage eyes but you could also imply they were using it as a target sight for a gun. Campus violence is a real issue.

I used to work at a community based group home. Some of our residents would point lasers at cars in a Dunkin Donuts next to us (someone thought it was a good idea to give them as gifts to the kids). This was during the time of the DC Sniper incident. We had cop cars pull up and cops come in and start berating the kids. Needless to say they didn't take it as a joke.
