For a lock, just use an mtb tube. If you have money to burn, then buy a replacement sleeve. Personally I like to save my money, so I would opt for a home made cloth cover, or a mountain bike tube. I do not know what cordura is, but it sounds pretty tough. Home made is always the best option. Plus you get to learn something in the process. A win-win situation in my opinion.
