Replace the spokes. If the rim is bent, the tension will be pretty screwed up and uneven, you'll likely need to re-true more often than with a wheel at proper tension, but so long as you can get it straight enough to clear the pads, you'll be fine.
I'm sorry but this is just plain silly. The OP clearly is not capable of replacing his own spokes so the temporary repair you are suggesting would cost much more than a few dollars for the bent spokes. He would be paying labor for installation and truing as well. My guess is that he would have at least $50 to $60 in that repair and that it would be a band-aid fix at the very best. Quite soon, he would again do a complete rebuild or replacement of the wheel so overall, the cost would be double or triple. The kind of repair you suggest is a last resort when there is no other choice such as on a tour - middle of nowhere when a new wheel is unavailable and you need to get home.
