May I suggest that you find a nice old 70's road touring frame with slack angles that is slightly too small for you? The slack angles give you a nice surefooted ride, and the switch down from 27' to 700c will give you more clearance for fat tires (even though this is not so much an issue with touring frames). They pretty much all have nice long dropouts and all the spots for accessories you could want. If you size the frame a little small it will raise the BB up, use more seatpost and give you more options for stem size. Plus it will go better if you want to ride fast when the roads are nicer (which happens quite alot).
All you need to do is find an old touring bike, switch the rear hub for a fixed one and you're ready to roll, panniers and all. cheap cheap
I went a little overboard with mine (new fork and disc brakes), but those broke, so now I'm just running it like it was born, but with different wheels and saddle.
