most 80s road bikes can handle fenders fine, i think you will run into problems with the higher level racing frames particularly ones from the later part of the decade due to a lack of the necessary braze-on fender mounts. i have an early 80s ross that originally had 27 inch rims and i fit 700c x 28's fine with fenders.
