What kind of budget do you have for lights?
For the rear I recommend a Planet Bike Superflash or even cheaper a similar one from Deals Extreme (under $4). If you look under Bike products/lights you can the cheap tail light. There's a review of it in the commuter forum. I've got both, and while the cheaper knock off is not as bright as the SF, it has a wider angle. Battery life is about the same along with durability.

For the front light, if you can afford it, go with a Magicshine P7. The bike specific light will run you just under $100 for everything. You can get the actual Magicshine P7 flashlight (larger) for around $50 (includes mount, two batteries, charger, light).

I've got a One Watt Planet Bike Front light which is alright. I'd probably prefer a brighter light for road riding, but for commuting it's fine.
If possible I would like the light to be under 100 dollars for the front light alone. I have never done any night cycling except on a Marine Corps base with groomed quite MUP's. Where I would be cycling would be out in the country, very quiet roads of maybe 5-10 cars in an hour.
