Define decent. Do you want to look stylish or have a functional bike? I rode a http://www.torkerusa.com/bikes/commu...2011-udistrict (the 2009 model) for a year through a very harsh Minneapolis winter last year. It definitely probably didn't earn me mad style points, but it offers everything someone serious about making a go of commuting on a bike (much less a ss/fg) would want. While under $400 may not get you much of a bike, I think the U district is very under-appreciated.

My only real complaint with it would be the hubs on the wheels. I'm not much of a bike wrench (I've done my share of reading, and am capable of very rudimentary repairs on my bike) so I'm not sure if they're unsealed bearing or cup and cone or what, but I did manage to trash mine in a year. I'm not sure if it was the winter, me being heavier last year, just putting some distance on it (c. 13 miles everyday) or just not doing appropriate maintenance, but I mangled mine somehow. I brought it in for its first tuneup/repair after the winter, and had to have my front hub tightened/adjusted and a new axle put in, because apparently mine was bent. Not long after a brand new one was bent, leading to the bike shop telling me I messed something up in the hub and to plan on replacing it in a year (after I rode this wheel to death, which I thought was cooler than gouging me for a new wheel prematurely). I've since gotten a new bike, but I'll still be happy to ride this in the winter and beyond.
