Both Conti Gatorskins and Armadillo are good, the new conti hardskins should be considered, if you need real extra duty consider a tire liner that goes inside the tire betwixt the tube and tire, I like the Panaracer flat-away, I only have it on rear tire. Still carry extra tube, I carry 2, a patched and a new one, that way recycle one flat tubes. I have the schwalbe marathon supreme on my hybrid, but I dont think they have it in 23/25. I would definately use 25 for commuting.
