wider tires will do that, but it's mainly the rim width that causes the unwanted flexing.

Not that you'd notice this with a 25mm to 23mm transition.
It's a bit more noticeable when you use narrow rims with wide tires in the range of 32mm or higher.
Actually the give of a wider rim/wider tire seems to maintain much better contact in the corners for me, especially on roads that aren't perfectly flat (i.e., rain gutter in the intersection).
