Traditionally, no. Gum walls were low spec tires with heavy, natural or synthetic rubber coating the sidewalls. Skinwalls - like the ones in the OP's picture - were higher spec tan sidewall tires with only a very thin coating over the carcass cords, making for a lighter tire with more flexible sidewalls for lower rolling resistance.
