PHILLIPS BICYCLE WITH 28" WHEELS And olderpre raleigh frame

Have this old Phillips with PHILLIPS cast into the chainwheel so it is not the older model.
Has a sturmey archer 28" rear hub with coster brake. date coded 65 11. Plastic oil cap. Front wheel 28", hub is BW trademark in a circle by something like "polymiss Limited'? Oiler cap is steel. Rims are Dunlop - Made in England.
Top rear fork stays are removable in one piece.
Triangular chrome insert in the fork crown, ea side.
Frame numbers in linear sequence on LHS seat post about 1" down. so turn your head to read them. DE 10960. DE seems like a Raleigh number?
Appears black paint original. Has White tri Raleigh style flashes however at the frame top tube truncated at the top lug. The steering head is white within the lug pattern and the badge is on this panel. Seems a very new badge. Has some pump brazeons on the lower tube I think.Fork blades have a delta in white with gold lining, just below the crown. Maybe a little warrior figure too.
It currently has Raleigh style bars, stem and grips.
A large vertical PHILLIPS in vertical font transfer was on the seat post facing the head. Entirely of that was framed in gold with Phillips[sans serif] making up a third of the volume.Some red was still evident at the top fragment.
Has a fabric LYCETT sprung seat.
