I’m not a frame builder and have no reason to doubt you OF, but I’ve never seen them used on low-end bikes and that was the only point I was trying to make. That, and it may not be a Bianchi. My thought was that it may indicate a higher end Columbus tubing. Although, most that I’ve seen were chromed, and this one doesn’t appear to be.
