I can ride the entire states of NJ and PA without ever touching a highway. To me, a highway is a multi-lane road with speed limits of 55 mph or greater that uses entrance and exit ramps. In NJ, they are also labeled with signs that do not permit pedestrians, horses, or bikes.
Then I suggest you stay in NJ, because you will never make it if you try to venture out of that state. NJ cyclists are very coddled based on your definition of their regs.
