So in essence you are saying it is not "draconian" as you can refuse and then perhaps maybe lose your license... or not. Oddly enough this is also why we have the problems we have... that of easy to obtain driver's licenses that are hard to remove from offenders... and can lead to issues of decreased safety on the roadway.

Do you not see this relationship?
