Yes, they were made by Panasonic bicycles in Osaka, Japan. The very same factory now does small batches for companies like Rivendell, and those frames go for $1400 a piece without components. Most used Le Tours go for around $10-$50. It's a great deal on a very sturdy bike. If you're a racer or a gear-freak I'd look elsewhere, though.
